ASHEVILLE, N.C. (828newsNOW) — Anticipation has been growing for the potential construction of a Costco Wholesale supermarket in Asheville since March of this year, when meetings between Costco and city planners began. As of yesterday, an application for Costco development in Enka-Candler has officially been submitted to the city.

Conditions for Costco

According to SimpliCity Asheville, a public records database for building permits, climate threats and capital projects, city staff accepted an application for review on Sept. 9, 2025 for “the proposed development of a 160,940 SF Costco that includes 32-pump fueling station and a tire center (limited to tire replacements), along with associated site improvements situated on two parcels totaling approximately 25.09 acres. The proposed development will also include the extension of Enka Heritage Parkway.”

The selected site is located at 264 Enka Heritage Parkway, an existing industrial park located approximate to the Enka Clock Tower.

Currently, the Costco plans have been submitted for their first Technical Review Committee, or TRC, a board of six staff, a representative of the Urban Forestry Commission and of the Buncombe County Metropolitan Sewer District who approve city permit projects.

Next steps will likely include a design review by the Historic Resources Commission, a sub-committee of the Asheville Downtown Association, due to the site’s designation as a historic landmark. According to SimpliCity, projects involving a “historic landmark or site must be reviewed for architectural design elements.”

The next TRC meeting, meanwhile, is scheduled on the project timeline for Oct. 6, 2025.
